Sorry, but as THECLAW mentioned, the Wii Shop Channel is locked within the original Wii console and there is no way to just sign into it on another Wii or Wii U console.

The only way for you to access your digital downloaded games on your Wii U console would have been with a Wii to Wii U "System Transfer", but that does require you to still have the original Wii console in your possession.

 

And if that is now impossible (no longer have or the console is not functioning properly), the best thing to do is give a call to Nintendo's 1-800-255-3700 (6 am ~ 7 pm Pacific, everyday) Customer Service number, or use their webform to contact them, and one of the service representatives may be able to remotely transfer your Wii Shop Channel games, or in some other way make it so you can re-download them at no extra charge.
